This is definetly on purpose. You can't just put cards into the game with the push of a button. They're doing this because they know people are saving up on packs. They "leaked" these cards with a much lower possibility of packing to make people rip open their saved packs so that they will be forced to spend money when the cards officially release. This is purely a business move.
